What Is an e-Invoice?

What is an e-Invoice? A guide to switching to electronic invoicing

An e-Invoice has the same legal status as a paper invoice and is issued, sent and stored electronically in the standard set by the Turkish Revenue Administration (GİB), UBL-TR. e-Invoices are exchanged only between taxpayers registered in the GİB e-Invoice system; electronic invoices issued to unregistered companies and consumers are e-Archive Invoices.

Who must use e-Invoice?

Under VUK General Communiqué No. 509 (as of October 2026):

  • General threshold: Taxpayers whose gross sales revenue was 3 million TL or more in 2022 or any later year must switch to e-Invoice from the start of July of the following year.
  • No revenue threshold: In some lines of business (e.g. EPDK licence holders) the obligation applies regardless of revenue.
  • Voluntary switch: Businesses outside the obligation can also switch voluntarily.

Thresholds are updated periodically. To clarify your situation, contact us.

e-Invoice vs e-Archive Invoice

If your customer is registered, you issue an e-Invoice; otherwise an e-Archive Invoice. With eKüpSoft you manage both from the same panel.

Basic and commercial invoice scenarios

  • Basic invoice: The recipient cannot accept or reject the invoice in the system; objections are handled outside the system.
  • Commercial invoice: The recipient can accept or reject the invoice in the system. The 8-day objection period in the Turkish Commercial Code applies as the response period.

How do you switch to e-Invoice?

  1. Financial seal or e-Signature: Companies use a financial seal; sole proprietors use an e-Signature. See the FAQ for the difference.
  2. Application and private integrator: Apply to GİB for e-Invoice/e-Archive and authorise eKüpSoft as your private integrator.
  3. Integration: Your accounting or ERP software is connected to eKüpSoft; invoices are created from your software automatically.
  4. Testing and go-live: Test invoices are validated and live invoicing starts.

GİB Portal or private integrator?

The GİB Portal is free but every invoice has to be entered by hand; it suits low volumes. A private integrator offers automatic integration with your accounting software, bulk invoicing, archiving and technical support. eKüpSoft is on GİB's published list of private integrators.

Conclusion

e-Invoice removes paper, printing and courier costs and lets you send invoices without re-entering data. Whether you are under the obligation or considering a voluntary switch, see our e-Invoice page or get a free transition consultation.
